This is a reference to one of the first scenes in Sailor Moon (anime and manga) where Usagi receives 30 in a test.

17:28 Weasel Charm

In the original version of "Takane no Lady", this is "unicorn/qilin meat", an infamous non-sequitur from the manga.
A similarly nonsense phrase is used here.

17:36 Dumplings over flowers

A Japanese expression referring to dumplings (something of substance) are more
valuable as a gift over flowers (something of aesthetic but no functional use).

25:41 Minako's song

This is the final performance of the show, in the previous performances Miss Frozen shuts down
Minako from singing, but here she's caught on the spot from Miss Frozen calling her bluff.

30:10 Usagi's fan

The image on Usagi's fan is a common doodle called hehenonomoheji, an old man's face made out of the hiragana characters in hehenonomoheji.

30:48 Usagi Band

Usagi Band is the name of the band the girls had in Petite Étrangère. It returned in Le Mouvement Final but Usagi being late meant that Ami was the centre instead.
